城崎温泉は湧出量が非常に少ない温泉地です。そのため、大きな浴槽は七つの外湯（共同浴場）のみに限定し、昭和のはじめ頃までは旅館内に風呂場を設けず、この限られた湯量を大切に使ってきました。
実はこの「湧出量が少ない」ことこそ、城崎に外湯文化が残った最大の理由であると同時に、城崎温泉が地域共同体として繁栄するに至った歴史的背景でもあります。
湯めぐりが栄え、観光客が外湯を巡ることで、旅館だけでなくお土産屋や飲食店も一緒に発展する。それが「町全体が一つの旅館である」というフィロソフィーを形成し、地域経済を支えているのです。
1950年（昭和25）に「内湯（館内浴場）」が認められて以降も、旅館の規模によって浴槽の大きさを制限し、温度や質を一括管理しながら元湯が枯れることを防いでいます。この理由から、城崎温泉では源泉を使用した「風呂つき客室」や、いわゆる「源泉かけ流し」の宿はほとんど見られません。
