If you want rice for the dinner, tell them to bring rice at the timing you want it.
Japanese tradition for "full course" style dinners, rice is not served at the beginning as the guests (especially men, traditionally) do not want rice while they are enjoying alcohol. They are supposed to enjoy the dishes with alcohol, and rice should be served when they finish drinking. Rice is supposed to be eaten with miso soup and some relishes （tsukemono) to wrap up your dinner.
The translation apps are not perfect. The one they use shows English as "tell me when to eat" instead of "tell me when you want rice" while you are eating your dinner, which should puzzle you.
As for the water to drink, they say that they draw water from the mountains, and that it has failed to meet one or more items of the sanitary regulations. This is the reason why they do not serve "free" water. They could offer plastic-bottled water instead, I think. -

A satisfactory traditional onsen trip!
I visited Shoho's onsen 7 years ago, and here I come back with my friend to experience the entire stay with Shoho.
We booked the room in the east-wing building with a private in-room onsen and a great view to enjoy the whole landscape of Matsumoto city. The room is so fantastic with traditional onsen ryokan style yet maintaining very good shape.
Onsen is the biggest in Nagano Prefecture, which is a must-visit spot.
We ordered a special set of heavily featured local beef for dinner, which is very delicious, my friend is allergic to seafood and the resort is nicely prepared in advance. Breakfast was served at the same place with a great variety of traditional Japanese styles.
This is a must-visit place when you visit Matsumoto and surely worth coming back many times. The hotel arranged a shuttle bus to transfer customers to and from the station, so it is very convenience. -

A satisfactory traditional onsen trip!
The resort is one of a kind in Asama Onsen and has more than 100 years of history. This is the ideal place for all domestic or international travelers to visit if you want a 100% authentic experience of a Japanese traditional onsen trip in a premise full of history and culture with a Meiji style mixed with old Western decoration.
Room: Big, with a good view of the small botanical garden, private in-room bath is very nice.
Public onsen, the water sources directly from the onsen origin, making it hot, and more nourishing while soaking into the room.
Food: the staff were very helpful in communicating and introduced each dish with great hospitality. Food is nice with locally sourced materials.
It is worth mentioning that all the equipment in the room and onsen is very nice: Dyson hair dryer, In-body weight scales, Refa fine bubbles.
The public area has a small library to show the collections of the owners, which the customer can have knowledge by viewing the VCD provided in the room.
